Governor Cuomo Announces $25 Million Bombardier Expansion Project

Bombardier Transportation Expansion Project Will Create 100 Jobs and Retain 288 Jobs

Governor Andrew M. Cuomo today announced that with the support of the North Country Regional Economic Development Council, Bombardier Transportation is moving forward with its nearly $25 million expansion project in Plattsburgh. The expansion project was awarded $2.5 million through the Regional Council initiative and is a priority project for the NCREDC. The project will create 100 new jobs and retain 288 existing jobs at its production facility, providing a much needed economic boost to the surrounding community.

“The positive impact of the North Country Regional Economic Development Council continues to be felt across the region and the rest of New York State,” Governor Cuomo said. “With the support of a $2.5 million grant from the Regional Council, Bombardier Transportation is investing ten times that amount in our state, creating and retaining nearly 400 jobs for the North Country. This is a real shot in the arm for the local economy, and I am pleased to see this priority project move forward.”

Tony Collins, Co-Chair of the North Country Regional Economic Development Council and President of Clarkson University, said, “The scope of this transformational investment by Bombardier and the State of New York creates a positive ripple across the entire region with construction and manufacturing jobs spurring growth in other areas of the North Country economy. Through public input and thoughtful evaluation of the region’s assets during the Council’s planning process, the transportation equipment industry was identified as a key area to build regional strategies to support manufacturers to compete in the global marketplace. Our transit equipment manufacturers and talented workforce in this sector are well-positioned to demonstrate their preeminence and take full advantage of the global trends in transportation.”

Garry Douglas, Co-Chair of the North Country Regional Economic Development Council and President of the North Country Chamber of Commerce, said, “This is a truly exciting commitment for the future of the North Country economy. It is the culmination of two years of steady effort by Bombardier and its North Country partners, securing more than $1 billion in contracts this year from the MTA and BART and now this major expansion of Bombardier’s presence in Plattsburgh. This will truly solidify our role as one of North America’s top centers for the production of 21st century transportation equipment. We thank Bombardier for its continued confidence in our region, and we thank Governor Cuomo for his direct support, including the creation of the Regional Council system which has allowed the North Country to identify priorities such as this for state investment. Onward and upward for Bombardier and this important part of our economic future!”

Bombardier will expand its main plant by 80,000 square feet and test facility by 2,100 square feet to accommodate longer cars and additional testing capacity, both of which will lead to increased efficiency, flexibility and capacity for new contracts. The company released a design rendering of the project and is expected to break ground in the next few months. To view the rendering, go to

Alan Aumais, Bombardier Transportation General Manager of the Plattsburgh site, said, “Bombardier wishes to thank the North Country Regional Economic Development Council for its support. This step forward in the future of the Plattsburgh site gives Bombardier the added manufacturing capacity to meet the challenges of upcoming projects and deliver on our commitments to our customers.”

Last year, a total of $785 million was awarded through the Consolidated Funding Application (CFA) for job creation and community development projects consistent with each region’s strategic plans. The North Country was awarded $103.2 million in state support through the Regional Economic Development Council initiative and CFA process for some 70 projects across the region. As part of that process, $2.5 million in funding was awarded to Bombardier from Empire State Development for this project.

Empire State Development President, CEO & Commissioner Kenneth Adams said, “Thanks to Governor Cuomo’s Regional Council initiative, globally-recognized companies like Bombardier are getting the support they need to create jobs and get our local economies back on track. As a leader in transportation manufacturing, who recently signed a contract with the Metropolitan Transportation Authority to manufacture 300 subway cars in Plattsburgh, Bombardier will now be able to add 100 new jobs to better position themselves to meet the needs of its customers and compete in the national and international marketplace. ESD is pleased to play a role in this critical expansion project and continue to deliver on our promise of support for existing businesses like Bombardier.”

Senator Betty Little said, “I am very pleased that the North Country Regional Economic Development Council, under Governor Cuomo’s leadership, is helping Bombardier expand. They produce a great product and have secured numerous contracts to build Bombardier cars, keeping those high quality jobs in the Plattsburgh area.”

Assemblywoman Janet Duprey said, “The North Country Regional Economic Development Council did a great job to ensure that this globally leading business continues to invest, grow, and create jobs in the North Country. Bolstering the manufacturing industry is key to building a stronger regional economy, and Bombardier is, and will continue to be, a major part of that industry. I commend the North Country Regional Council and Governor Cuomo for their new approach to investment and economic development which is getting our economy back on the right track.”

Mayor of Plattsburgh Don Kasprzak said, “The strong partnership between Bombardier Transportation and the City of Plattsburgh has been in place for many years and is very important to our region. The commitment and efforts by Governor Cuomo and the North Country Regional Economic Development Council in supporting and awarding Bombardier with a $2.5 million grant to strengthen its position in the transportation sector and to create new jobs in the North Country is very much appreciated. I am confident Bombardier will continue to be a solid presence in Plattsburgh for many years to come.”
