Committee to Make Recommendations to City Council..

There may be a new marina on Lake Champlain this spring… That’s provided the City of Plattsburgh can come to a decision regarding which of the two proposals to accept for operation of the city waterfront. Mayor James Calnon hopes they can…

The Plattsburgh Boat Basin is proposing to provide the requested 25 Moorings and 32 additional boat slips in one of two versions, either custom built wood docks or custom Aluminum, at the discretion of the board..   They’ve also proposed to reconstruct the building with new rest rooms and to reconstruct the kitchen and build out a restaurant focused on providing quick service food appropriate for the casual waterfront setting..

The other proposal is from NAV Marine Management whose mission they say is to develop and operate a profitable clean community marina which provides an inclusive environment for all to enjoy..  Their proposal includes chartering boats for fishing sailing and recreational activities, a waterfront welcome center for visitors, and public space for community waterfront activities..   Councilwoman Becky Kasper offered her participation on the committee, saying

Calnon commented that management and staffing by the city itself would require creating some currently unbudgeted position and he suggested that managing a marina isn’t one of the city’s  primary functions or services.. The previous board has had some discussions at the committee level about the possibility of a city operated marina.. Plattsburgh’s Corporate Counsel John Clute says he expects the investment by the winning bidder to be in the vicinity of $300,000.. which is why he explained that the City needs to provide a 15 year term to the winning bidders..One of the questions that arose in public sessions was what if the property were simply to be sold off.. Clute answered by saying there’s more to consider than just the value of the property. Answering a question from Councilor Mike Kelly on the importance of assuring that taxpayers get their money’s worth, Clute commented that it may not be just about the value of the property.. or just about a stream of revenue.. Both proposals will spend in the neighborhood of $300,000 towards the new facility, that’s money the City won’t have to spend.. The Mayor named three city staff to the committee, John Clute, Kevin Farrington and Steve Peters, along with Two members of the community and two councilors, Josh Kretzer and Paul OConnell will be hard at work this week reviewing the proposals..

The Committee will be meeting several times this week and is expected to bring a recommendation to the full council on Thursday.. where a vote on which proposal to choose should come to the floor and a decision made on who will manage the new facility so that work can be done in time for the spring…
