Three North Country counties are on a drought watch list after being downgraded from drought warning.
Clinton, Essex and Franklin are among the 21 counties the state has moved from Drought Warning to Drought Watch due to several weeks of consistent rainfall and improving levels of streamflow and ground water. There are four levels of State drought advisories: watch, warning, emergency, and disaster. Under a drought watch, there are no statewide mandatory water use restrictions in place, but residents are strongly encouraged to voluntarily conserve water.
