Lieutenant Jarrod Trombley said the Plattsburgh Police department has adopted the Blue Envelope program. He said drivers with autism use a blue envelope to store their license, registration, insurance card and other essential documents typically requested during a traffic stop. The envelope alerts officers to the driver's neurological differences and enables them to adjust their approach accordingly.
