The legislation is named in honor of Assemblyman Robert Smullen’s late son, Alexander John Smullen, who passed away days after being hit by a car. Assemblyman Smullen, whose district includes parts of the Mohawk Valley and Adirondacks, said now that the legislation has been signed into law, he is eager to see it implemented statewide.
