Three family members who operated medical transportation companies in New York State face grand larceny charges in an alleged Medicaid fraud scheme. State investigators say Ismat Farhan, his brother Effat Rizwan and Rizwan’s wife, Fouzia, stole more than four point seven million dollars by billing for nonexistent rides, misrepresenting group trips and inflating mileage. Investigators also allege passengers received kickbacks for helping. All three were arraigned and are due back in court in December.
